Uranus rules Aquarius, so these people will have many of the general Aquarian traits. They may be friendly and humanitarian, but independent and emotionally detached. Uranus, the higher octave of Mercury, was in Aquarius from January 1996 through March 2003; before that, it was last in Aquarius from February 1912 through March 1919. Since Uranus rules Aquarius, this is a powerful placement for the planet of sudden, unpredictable change. Uranus’ effect in Aquarius has been evident in the growing popularity of the personal computer, from 229 million PCs worldwide in 1996, to 800 million in 2003, to a projected 1.15 billion in 2007.

In 2003 over half of US homes and almost half of all the homes in the world have a PC. Equally stunning has been the creation of a global mind linked by e-mail and the Internet, with already half a billion on the net worldwide in 2001. We have also seen radical new technologies that restructure the ways in which we communicate with each other (one billion cell phones worldwide in 2003), and the disintegration of former social patterns of relating and living together. This is a time of discovery and exploration, in which the grouping of peoples by nationality, religion, race, gender and age is becoming less meaningful than by commonality of purpose and vision.
